GLYNCO, Ga. –This week the Office of Personnel Management announced President Biden’s selection of two Federal Law Enforcement Training Centers (FLETC) senior executives to receive Presidential Rank Awards. The annual recognition is reserved for leaders with exceptional performance over an extended period. Members from the U.S. Government’s Senior Executive Service (SES) compete annually for the honor.
FLETC’s recently retired Deputy Director William “Bill” Fallon and Chief Financial Officer Donald R. Lewis earned the Distinguished Rank Award. This honor is presented to leaders who achieve sustained extraordinary accomplishments and is given to only 1% of career SES members. A total of eight Department of Homeland Security executives earned the Distinguished Rank Award, with an additional 18 receiving the Meritorious Rank and three receiving the Distinguished Senior Professional Rank.
Secretary of Homeland Security Alejandro N. Mayorkas congratulated the members of the DHS workforce who were recognized for their exceptional performance.
“The Department of Homeland Security’s personnel embody the values of service, selflessness, dedication to mission, and patriotism,” said Secretary Mayorkas. “We are so proud to have 29 of our personnel receive the prestigious Presidential Rank Award, reflecting and representing the best of who we are. Congratulations to the Award recipients and the 250,000 DHS personnel whom they represent.”
FLETC Director Thomas J. Walters was gratified by the President’s selection of two of FLETC’s outstanding leaders.

Every one of us in the greater FLETC community is grateful for all Bill Fallon and Don Lewis have done for us as executives, mentors, and colleagues.”
William Fallon formerly served as a member of the SES for 11 years, five years as the U.S. Marshals Service Assistant Director for Training, and six years as FLETC's Deputy Director. As Deputy Director of FLETC, he had oversight of more than 1,100 government employees and 1,950 contract employees across four domestic locations and two international offices, led financial operations totaling $500 million+ in direct and reimbursable authority, and oversaw all training programs and support lines of business. Fallon retired from FLETC in April 2022 and is now serving as County Manager for Glynn County, Georgia.
Donald R. Lewis has served as the Chief Financial Officer at the Federal Law Enforcement Training Centers (FLETC) for the past 11 years and with distinction as a member of the Senior Executive Service for the past seven years. He leads a staff of federal employees who conduct the full complement of FLETC’s financial operations with an annual budget of more than $500 million in direct and reimbursable funding.
