The Office of Security and Professional Responsibility (OSPR) is responsible for protecting the FLETC community and integrity of its programs through proactive security, independent investigations, and oversight services. OSPR accomplishes its mission through six distinct branches:

Security Management (SM) manages physical security, access control, and law enforcement services for all four FLETC training delivery points; implements active shooter response strategies; and coordinates with other local, State and Federal agencies in order to ensure the safety of the more than 100,000 individuals who pass through FLETC’s gates each year.

  • FLETC Form 121-00-02, Visitor Access Request (VAR)
    The VAR is utilized for a wide variety of FLETC guests but is mainly for anyone visiting both short term and long term.  This form is also used for Graduation Guests as well as deliveries.  Guests are to legibly complete all fields in Section A.  This form cannot be completed by Non U.S. Citizens. 
     
  • DHS Form 11055, DHS Foreign National Screening Request
    The DHS 11055 is utilized for Non-U.S. Citizen Visitors to the FLETC.  This form is also used for Dual Citizens, Graduation Guests and international students.  Guests are to legibly complete all fields in the first section.  If the visitor is a Lawful Permanent Resident (LPR), a copy of the LPR card is required at submission.  If the visitor is a Foreign National, a copy of the passport is required at submission.

The Office of Professional Responsibility (OPR) investigates allegations of misconduct and fraud involving FLETC staff, students, contractors, and resources. OPR special agents conduct both criminal and administrative investigations, and assist external law enforcement agencies on criminal matters with a nexus to FLETC.

Compliance and Oversight (CAO) administers program inspections, training accident investigations, and other programs related to ensuring accountability, identifying systemic vulnerabilities, and improving internal controls across FLETC.

Emergency Management and Continuity (EMC) is responsible for preparing FLETC to face a full spectrum of emergencies and disasters, both natural and manmade, in order to protect the FLETC community, mitigate the impact and ensure continuity of operations. EMC accomplishes this by developing and implementing emergency preparedness programs, conducting exercises to evaluate and improve capabilities, maintaining emergency notification systems, and maintaining close working relationships with surrounding community stakeholders. 

Enterprise Security Operations (ESO) is responsible for the administration of FLETC-wide processes, programs and technology aimed at safeguarding information and ensuring internal security.

Personnel Security (PER) ensures the highest level of confidence in employee and contractor trustworthiness, loyalty, integrity, and reliability through coordination and oversight of background investigations, vetting, and adjudication determinations for initial and continued employment or access to FLETC.
