Kai J. Munshi, Deputy Director of the Federal Law Enforcement Centers (FLETC), oversees training for 125 federal Partner Organizations, as well as state, local, tribal, territorial, and international law enforcement partners. He directs operations across FLETC’s four training delivery points in Glynco, GA; Charleston, SC; Cheltenham, MD; and Artesia, NM, and leads FLETC’s administrative, security, financial, mission support, and resource management programs.

Deputy Director Munshi previously served as the Assistant Director for FLETC’s Technical Training Operations Directorate, managing six law enforcement training divisions. Deputy Director Munshi joined FLETC in May 2017 as the Chief Security Officer, where he oversaw all security, emergency management, administrative inspections, and internal affairs investigative operations throughout the FLETC enterprise.

Deputy Director Munshi began his law enforcement career in August 2002 as a U.S. Secret Service (USSS) Special Agent in the Denver Field Office where he conducted criminal investigations related to counterfeit currency, bank fraud, and other financial crimes. Upon selection to the USSS Special Operations Division Counter Assault Team, he led countless protective missions for the President of the United States and other dignitaries domestically and abroad.

Deputy Director Munshi served over six years as a Senior Special Agent with the Securities and Exchange Commission Office of Inspector General (OIG) and Department of Justice (DOJ) OIG in Washington, D.C. During this period, he led numerous multi-agency administrative and criminal investigations related to public corruption, employee misconduct, and financial fraud. He received the DOJ OIG's Distinguished Service Award in both 2012 and 2014.

Deputy Director Munshi is a veteran of the U.S. Marine Corps, where he served honorably in the enlisted and officer ranks. As an infantry officer, he commanded units with the 3rd Marine Division, Marine Corps Combat Development Command, and the 4th Light Armored Reconnaissance Battalion. He also directed security and humanitarian operations in Guantanamo Bay, Cuba.

Deputy Director Munshi holds a Bachelor of Arts degree in International Studies from the State University of New York College at Brockport and is a graduate of the Partnership for Public Service Excellence in Government Fellowship program. He also holds an Executive Coaching for Organizational Performance certification through American University.
